The following are confirmed presenters for the 2014 Energy Policy Outlook Conference :

Vicki Arroyo
Executive Director, Georgetown Climate Center

Vicki Arroyo is the Executive Director of the Georgetown Climate Center at Georgetown Law where she also serves as the Assistant Dean of Centers and Institutes and as the Director of the Environmental Law Program.

She oversees the Center’s work at the nexus of climate and energy policy, supervising staff and student work on climate mitigation and adaptation at the state and federal level. She teaches “experiential” environmental law courses to both law and public policy students.

She previously served at the Pew Center on Global Climate Change, most recently as the Pew Center’s Vice President for Domestic Policy and General Counsel. For over a decade, she directed the Pew Center’s policy analysis, science, adaptation, economics, and domestic policy programs. She also served as Managing Editor of the Center’s book and oversaw publication of numerous reports and policy briefs.

She holds a B.S. in biology, high honors, from Emory (double major in philosophy); a Masters of Public Administration from Harvard (top honors in program), and a J.D., Magna Cum Laude, from Georgetown Law, where she was Editor-in-Chief of The Georgetown International Environmental Law Review.

David C. Batz
Director, Cyber & Infrastructure Security, Edison Electric Institute

David Batz joined Edison Electric Institute in 2009 as Manager, Cyber & Infrastructure Security in the
association’s Energy Delivery group. Mr. Batz assists EEI member companies with understanding and applying appropriate cyber security solutions to address emerging threats and issues. He has
provided professional technology and security solutions and services for over 24 years, the last ten being focused on Cyber Security issues for utilities and critical infrastructure protection. In addition to working on security issues on behalf of EEI Member companies with federal agencies including Department of Energy, and the Department of Homeland Security, Batz assists in the development and articulation of policy positions concerning Smart Grid.

Prior to joining EEI, Batz was a Cyber Security Risk Manager with Alliant Energy, an electric and gas utility serving customers in Iowa and Wisconsin. During his 20-year tenure with Alliant Energy, Batz performed in a variety of roles within the Information Technology and Facility Services departments.
Batz is a member of InfraGard, and serves on the SANS Advisory Board. He has served on the North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection Committee (CIPC) and the CIPCExecutive Committee.

Batz is a Certified Information Systems Security Professional (CISSP), and has multiple security

Glenn Blackmon
Senior Energy Policy Specialist, Washington Department of Commerce, State Energy Office.

Glenn Blackmon is a senior energy policy specialist at the Washington Department of Commerce, State Energy Office. He is the agency’s policy lead on energy efficiency finance matters and manages a portfolio of credit enhancement programs. Dr. Blackmon also oversees the agency’s implementation of the renewable portfolio and energy efficiency resource standards and acts as state administrator in the regional renewable energy credit tracking system, WREGIS. He holds a doctorate in public policy from Harvard University and a bachelor’s degree in economics from Louisiana State University.

Linda Bluestein
National Clean Cities Co-Director, U.S. Department of Energy

Linda Bluestein is the National Clean Cities Co-Director and has served in this position since 2008. She works at the U.S. Department of Energy's (DOE) headquarters on day-to-day management of the Clean Cities program, leads efforts to strengthen local partnerships and coalitions, and helps plan funding activities. Bluestein spearheads plug-in vehicle efforts for Clean Cities and works extensively to educate communities on alternative transportation technologies through educational events, webinars, and online tools. She also leads cross-collaboration efforts and events to help communities prepare for the local introduction of new transportation technologies. In addition, she assists the director of DOE's Vehicle Technologies Office (VTO) with developing analysis and recommendations for the White House and DOE management.

Previously, Bluestein was VTO's regulatory manager for Energy Policy Act (EPAct) fleet requirements. She worked on compliance, enforcement, and writing regulations for the EPAct State and Alternative Fuel Provider Fleet Program. She also worked with national laboratories to evaluate the environmental and energy security benefits of fuels under the Alternative Fuel Transportation Program. In addition, Bluestein worked closely with the VTO program manager and the Office of the Assistant Secretary on suggesting legislative changes to proposed energy bills.

Before government service, Bluestein consulted VTO managers on fuel and vehicle programs. In this capacity, she worked with DOE to establish the first National Alternative Fuels Hotline, the Clean Cities Hotline, and worked with the National Renewable Energy Laboratory on the Alternative Fuels Data Center.

Ken Brown
Strategic Consulting and Government Affairs, Transportation Energy Partners

Ken Brown provides strategic consulting and government affairs services to local and state governments, non-profit organizations, businesses and coalitions.  He advises public and private sector clients on federal funding, legislative and regulatory solutions, and other tools to facilitate economic and community development, energy efficiency and renewable energy, brownfields revitalization, infrastructure upgrades, air and water quality improvements and other priorities. He also advises private sector clients on strategies for advancing clean energy solutions, environmental technologies and environmentally preferred products.  Ken speaks regularly on infrastructure, clean energy, brownfields and other community revitalization issues.

Previously Ken was a partner with The Ferguson Group, government affairs director for Spiegel & McDiarmid, executive director of the National Association of Local Government Environmental Professionals, executive director of Renew America, national program director for Clean Water Action, co-founder and director of the New Jersey Environmental Federation, and legislative assistant for Congressman Bill Gradison. Ken received his B.A. and Masters of Public Policy degrees from the University of Michigan.

Al Christopher
Director, Energy Division, Virginia Department of Mines, Minerals and Energy

Al Christopher is director of the Energy Division, a part of the Virginia Department of Mines, Minerals and Energy that is tasked to “enhance the development and conservation of energy and mineral resources in a safe and environmentally sound manner to support a more productive economy.”

From 2006 to 2009 he was executive director of Virginia Clean Cities, a non-profit coalition supported and funded by stakeholder members and the federal and state Departments of Energy. Al was a second-generation fuel distributor from 1989 until 2007 and a newspaper editor and reporter for 14 years prior to 1989, working in Hampton VA; Tampa FL; and Washington DC.

Dr. Corrie Clark
Principal Environmental Systems Engineer, Argonne National Laboratory

Dr. Corrie Clark is a Principal Environmental Systems Engineer and the Natural Resource Economics and Systems Analysis Team lead for the Environmental Science Division at the U.S. Department of Energy’s Argonne National Laboratory. She develops interdisciplinary solutions that combine engineering, finance, and policy to solve complex environmental challenges. Her expertise includes developing tools for cost-benefit analysis, multi-media probabilistic environmental models, and life cycle analysis to inform energy and environmental policy. She has worked on energy-water nexus issues in the oil, gas, and geothermal industry for 5 years. She earned a B.S. in chemical engineering from the University of Virginia, and an M.S.E. in environmental engineering and a Ph.D. in environmental engineering and natural resources from the University of Michigan.

Vaughn Clark
Director of Community Development, Oklahoma Department of Commerce

Vaughn Clark currently serves as the Director of Community Development at the Oklahoma Department of Commerce.  His responsibilities include supervision and oversight of the planning and implementation of several federal and state programs administered by the department.  Previous to this assignment, Clark began his affiliation with the department in 1994 as a planner responsible for the preparation of the state’s Consolidated Plan. 

From 1981-1994, Clark served as Administrative Assistant for District Affairs for U. S. Congressman Dave McCurdy.  Primarily, Clark directed the Congressman’s activities in the state, managed his field operations, supervised constituent service delivery, and acted  as liaison with the Washington, D. C. staff.   Following his graduation from the University of Oklahoma, Clark served as Press Secretary and Legislative Assistant for   U. S. Congressman Tom Steed in Washington, D. C. from 1971-1980.

Active in several national associations, Clark is currently the Vice Chair of the National Association of State Energy Officials (NASEO); is the immediate past chair of the National Association of State Community Service Programs (NASCSP); and is a member of the State Energy Advisory Board (STEAB) for the U. S. Department of Energy.

Dr. Kathryn Clay
Executive Director, The Drive Natural Gas Initiative

Previously, Dr. Clay was the Vice President of Research and Technology Policy for the Collaboration of Automobile Manufacturers. She served as a member of the professional staff of the Senate Energy and Natural Resources Committee, where she worked to develop the Energy Independence and Security Act of 2007 and the Energy Policy Act of 2005. She was also centrally involved in the development and passage of legislation (the America COMPETES Act of 2007) to promote federal investment in science and the development of innovative technologies.

Dr. Clay has also served in positions with the staff of the Energy Subcommittee of the U.S. House of Representatives Committee on Science, at the Massachusetts Division of Energy Resources, and as a research fellow in the Alternate Fuels Vehicle Division of Ford Motor Company. She holds a Ph.D. in Applied Physics and an M.S. in Electrical Engineering, both from the University of Michigan, Ann Arbor. She also has a B.A. in Physics and Mathematics from Kalamazoo College, Kalamazoo, MI.

She is an Adjunct Professor of Physics, at Georgetown University, Washington, D.C. and an Energy Scholar and Co-Founder of The Center for Science in the Public Interest.

Genevieve Cullen
Vice President, Electric Drive Transportation Association

Genevieve Cullen joined EDTA in 2005 and serves as Vice President of this cross-industry trade association promoting the electrification of transportation. In this position, Genevieve leads the association’s policy and advocacy efforts in the areas of research and development, tax policy and deployment of electric drive vehicles.

Prior to joining EDTA, Genevieve provided energy policy counsel in the Executive and Legislative Branches, including serving as Energy Counsel to Senator Evan Bayh (D-IN). As Energy Counsel, she worked on a diverse energy and industry issues, including climate change, air quality, transportation and federal energy efficiency policies, and utility regulation.

Genevieve Cullen also has substantial experience as an advocate for private sector initiatives, with an emphasis on energy policy and environmental technology. As an independent government affairs consultant and as Senior Vice President for Government Affairs at Green Strategies, she worked with Congress and the Executive Branch to promote clients’ sustainable technology options.

A graduate of Washington College of Law and Bucknell University, Genevieve has previously worked as an energy policy associate for the Alliance to Save Energy and as a consultant to the Department of Energy. Ms. Cullen also previously served as a Legislative Assistant in the office of then-Senator Joseph Biden (D-DE).

She is a member of the District of Columbia bar.

John Davies
Deputy Commissioner, Kentucky Department for Energy Development and Independence

Mr. John Davies serves as Deputy Commissioner within Kentucky Department for Energy Development and Independence. Prior to this appointment he served as the department’s director for the Division of Energy Efficiency and Conservation. Mr. Davies has managed energy efficiency and renewable energy programs for the Commonwealth since 2000. He has served as board member for the Kentucky Clean Fuels Coalition, the Southern States Energy Board Biobased Alliance, the Southeast Energy Efficiency Alliance and is an ex-officio member on the Kentucky Farm Bureau’s Energy and Transportation Advisory Committee. Mr. Davies also serves as board secretary to the U.S. Department of Energy State Energy Advisory Board.

Prior to joining the department he was employed by Ferrellgas, Inc. as an Area Manager for Kentucky, Tennessee and West Virginia. Mr. Davies is a retired U.S. Army lieutenant colonel having served in Europe, the Far East and Washington D.C. He obtained his bachelor’s degree and commission while attending the University of Illinois. He also holds a master’s degree from the Florida Institute of Technology and is a graduate of the U.S. Army Command and General Staff College.

Bob Dixon
Global Head - Efficiency & Sustainability, Vice President - Sr. Advisor to the Mgt. Board, Siemens

Bob Dixon has over 36 years of experience in building systems, facility operations, energy conservation and management. He currently serves as the Global Head of Efficiency & Sustainability, Vice President and Senior Advisor to the Management Board of the Building Technologies Division of Siemens.

In this position, he is responsible for advising government and business leaders around the world on global initiatives for building efficiency and sustainability, enabling the reduction of carbon emissions and energy consumption, and conserving natural resources.

In addition, Bob is responsible for assessing the strategic implications of efficiency and sustainability global trends and opportunities, including identification and evaluation of partnership opportunities and sourced technologies, enhancing efficiency and sustainability strategies.

He is the first designated Senior Principle Expert for the 39,000 employee Building Technologies Division.

He currently serves as Industry First-Vice Chair for the Alliance to Save Energy, and is a past president of National Association of Energy Service Companies (NAESCO). He served as the Industry Member on the Buildings and Appliances Task Force under the Asia-Pacific Partnership on Clean Development and Climate.

Bob earned his Bachelor of Science degree in Mechanical Engineering from California Polytechnic State University in San Luis Obispo, California, and is a graduate of the Minnesota Executive Program at the University of Minnesota.

Jordan Doria
Manager of Stakeholder Engagement, Ingersoll Rand's Center for Energy Efficiency and Sustainability

Jordan Doria is the Manager of Stakeholder Engagement for Ingersoll Rand’s Center for Energy Efficiency and Sustainability.  In this role, he addresses codes, standards and public policies regarding energy efficiency and sustainability which impact Ingersoll Rand’s products and markets. Based in Washington, DC, he represents Ingersoll Rand interests before government bodies and other influential private entities to ensure that emerging codes, standards and policies are appropriately congruent with the company’s goals. Additionally, he is charged with bringing back important external viewpoints to be incorporated into business planning.  He is a board member of the Business Council for Sustainable Energy and has also served as Ingersoll Rand’s representative to the United Nations Framework Convention on Climate Change.   Prior to joining the Center for Energy Efficiency and Sustainability team in 2010, Jordan was Manager of Government Affairs at the Air-Conditioning, Heating and Refrigeration Institute (AHRI), where he worked to advance public policies to further the interests of the HVACR industry. He holds Bachelor and Master of Arts degrees in Political Science from Villanova University.

Ian Finlayson
Deputy Director of the Energy Efficiency Division, Massachusetts Department of Energy Resources

Ian Finlayson is the Deputy Director of the Energy Efficiency Division within the Massachusetts Department of Energy Resources. His current green building portfolio includes development of the Massachusetts stretch energy code, building energy labeling and efficiency pilots and assessment of code compliance for both residential and commercial buildings. Prior to joining state government, Ian worked for a large US affordable housing developer, was a consultant to the United Nations and taught in Japan. He holds degrees from Edinburgh University and MIT.

Anna Garcia
Director of the Weatherization and Intergovernmental Programs Office, Office of Energy Efficiency an, U.S. Department of Energy

Anna Garcia is the Director of the Weatherization and Intergovernmental Programs Office in the Department of Energy’s Office of Energy Efficiency and Renewable Energy, providing leadership to maximize the benefits of energy efficiency and renewable energy through technology deployment, accessing new partnerships and resources and communications and outreach activities.

Prior to that Ms Garcia served as Executive Director of the Ozone Transport Commission (OTC), the organization of 12 states and the District of Columbia created by Congress in 1990 to assess and coordinate the development of policies to reduce regional ground-level ozone or "smog" in the Northeast and Mid-Atlantic states. Before joining OTC she was Director of Operations and State Programs for the non-profit Center for Energy and Climate Solutions, a division of the Global Environment and Technology Foundation. She provides unique environmental and energy expertise in creating partnerships with and among state agencies to design multi-pollutant strategies that have both environmental and economic benefits.

She holds a Bachelor of Arts in Biology from Princeton University and an Executive Masters of Business Administration from George Washington University.

Jeffrey C. Genzer
General Counsel, National Association of State Energy Officials

Jeffrey C. Genzer joined Duncan, Weinberg, Genzer & Pembroke, P.C. in 1985. His practice has concentrated on energy and environmental counseling and litigation. He has worked on electric and natural gas ratemaking, energy project development, bulk power supply, transmission system issues, contract negotiation, franchise and municipalization issues, alternative energy sources, conservation and energy efficiency programs, including demand-side management and integrated resource planning programs.

In the environment area he has been involved especially in Clean Air Act and Toxic Substances Control Act issues and all phases of environmental reviews for energy projects.

He has appeared before a variety of federal agencies and state and federal courts, including the Federal Energy Regulatory Commission, the U.S. Department of Energy, the U.S. Environmental Protection Agency, and a variety of state commissions, agencies and courts. He also has an active federal legislative practice. He has worked with a number of local and state governments throughout the United States from New York to Hawaii. Mr. Genzer presently serves as General Counsel to the National Association of State Energy Officials, the National Association of Energy Service Companies, the National Energy Assistance Directors' Association and the Energy Programs Consortium. He has spoken on numerous occasions, especially on federal legislative activities, energy, environmental and utility issues.

Prior to entering law school, Mr. Genzer served as a Peace Corps Volunteer in Micronesia. He worked on a number of development projects and served as the first energy planner in the region. Mr. Genzer supervised, planned, and constructed numerous water systems and other construction projects. He also prepared legislation and successful grant proposals. While in law school, Mr. Genzer was employed at the National Consumer Law Center.

He monitored legislative and regulatory activities and wrote legal and policy memoranda in the field of energy law. After his second year of law school, Mr. Genzer clerked for Duncan, Weinberg, Genzer & Pembroke, P.C. Prior to returning to the firm, he served as Staff Counsel to the Committee on Energy and Environment of the National Governors' Association. In that role he drafted legislation in the energy and environmental area, and served as the chief energy lobbyist for the Association. He provided legal analysis for the Governors on such issues as electric utility regulation, nuclear waste, oil overcharge refunds, toxic victims compensation, and natural gas regulation and a variety of environmental issues. Mr. Genzer also coordinated the activities of the state energy offices. His practice is focused on energy, environmental, utility and legislative matters.

Donald Gilligan
President, National Association of Energy Services Companies (NAESCO)

Donald Gilligan is the President of the National Association of Energy Services Companies (NAESCO). He is responsible for coordinating NAESCO's federal and state advocacy activities as well as its relationships with other national and regional energy efficiency organizations. Mr. Gilligan has worked in the energy efficiency industry since 1975, as a consultant, entrepreneur, and state government official. He is the author and co-author of a number of reports on energy efficiency and the growth of the ESCO industry, which have been published by NAESCO and the Lawrence Berkeley National Laboratory, and is a graduate of Harvard University.

Joan Glickman
Senior Advisor: Office of Energy Efficiency, U.S. Department of Energy

Joan Glickman joined the Office of Energy Efficiency and Renewable Energy at the U.S. Department of Energy in 1997 and has held a variety of positions there including Deputy Director of the Federal Energy Management Program. Since January 2010, Joan has led DOE’s development of the Home Energy Score, a program designed to provide homeowners with a better understanding of their home’s energy performance. She currently oversees the implementation of that program through 30 Partners across the country. In October 2011, Joan also began managing DOE’s Commercial Building Energy Asset Score program. Joan has a master’s in Public Policy from Harvard’s Kennedy School of Government and a B.A. in African History from Amherst College.

Elizabeth Grimes
Energy Program Manager, Alabama Department of Economic and Community Affairs

Elizabeth Grimes serves as Energy Program Manager within the Energy Division of the Alabama Department of Economic and Community Affairs (ADECA).  In this role, she oversees the State Energy Program for Alabama and various residential efficiency programs, including the AlabamaWISE program.  Elizabeth has worked for ADECA since 2009.  Elizabeth has a Masters of Science in Political Science from Auburn University and a Bachelor of Arts in Political Science from Huntingdon College.

Howard Gruenspecht
Deputy Administrator, U.S. Energy Information Administration

Over the past 35 years, Dr. Gruenspecht has worked extensively on electricity policy issues, including restructuring and reliability, regulations affecting motor fuels and vehicles, energy-related environmental issues, and economy-wide energy modeling. Before joining EIA, he was a Resident Scholar at Resources for the Future. From 1993 to 2000, Howard served as Director of Economic, Electricity and Natural Gas Analysis in the Department of Energy's (DOE) Office of Policy, having originally come to DOE in 1991 as Deputy Assistant Secretary for Economic and Environmental Policy. His accomplishments as a career senior executive at DOE have been recognized with three Presidential Rank Awards.

Prior to his service at DOE, Howard was Senior Staff Economist at the Council of Economic Advisers (1989-1991), with primary responsibilities in the areas of environment, energy, regulation, and international trade. His other professional experience includes service as a faculty member at the Tepper School of Business, Carnegie Mellon University (1981-1988), Economic Adviser to the Chairman of the U.S. International Trade Commission (1988-1989), and Assistant Director, Economics and Business, on the White House Domestic Policy Staff (1978-1979).

Howard received his B.A. from McGill University in 1975 and his Ph.D. in Economics from Yale University in 1982.

Charlie Harak
Senior Attorney for Energy and Utilities Issues, National Consumer Law Center (NCLC)

Charlie Harak is senior attorney for energy and utilities issues at the National Consumer Law Center (NCLC").  He represents the interests of low-income consumers before regulatory agencies, legislative bodies, and other policy forums.  He holds a seat on the Massachusetts Energy Efficiency Advisory Council and is a member of the state's Weatherization Assistance Program Policy Advisory Council.  Among other publications, is the author of the NCLC reports, "Up the Chimney: How HUD's Inaction Costs Taxpayers Millions and Drives up Utility bills for Low-Income Families" and "Low-Income Weatherization: Stimulus-Funded Program Shines But Storm Clouds on teh Horizon."  He coordinates NCLC’s work to update energy efficiency standards for residential and commercial appliances and related appliance efficiency advocacy efforts before the federal Department of Energy.

Charlie has served as President of the Board of the Tri-City Community Action Program, and currently serves as its Treasurer.  In 2003, he earned the President’s Self-Sufficiency Award from the Massachusetts Community Action Program Director’s Association, in recognition of more than 20 years of work on low-income energy issues.

Jason Hartke
Vice President of National Policy, U.S. Green Building Council

For over a decade, Jason Hartke has been a voice in Washington, D.C. for clean energy and the environment. As Vice President of National Policy, Jason works to advance the U.S. Green Building Council’s national policy agenda and deliver the integrated environmental, economic and social benefits of green building policy solutions. In addition, he helps establish and oversee USGBC advocacy programs in sustainable communities, green schools and affordable housing. In the past six years, he has managed efforts that helped result in the passage of historic federal investment in green building and a tripling of green building policies at the state and local level. He launched and organized USGBC's annual Green Jobs Summit as well as USGBC’s National Leadership Speaker Series on Resiliency and Security in the 21st Century at the National Press Club.  Among his varied background, Jason served in the Clinton Administration, working in the West Wing of the White House in the Office of Intergovernmental Affairs, a policy and outreach team that serves as the president's liaison to state and local elected officials throughout the country.Jason received his Ph.D. in public policy from George Mason University. He holds his master's degree in journalism and mass communication from the University of North Carolina at Chapel Hill.

Bracken Hendricks
Senior Fellow, American Progress

Bracken Hendricks is a Senior Fellow at American Progress and works at the interface of global warming solutions and economic development. He is a longtime leader in promoting policies that create green jobs, sustainable infrastructure, and investment in cities. 

Hendricks served as an advisor to the campaign and transition team of President Barack Obama, and was an architect of clean-energy portions of the American Recovery and Reinvestment Act.  He also served in the Clinton administration as special assistant to the Office of Vice President Al Gore, with the Department of Commerce's National Oceanic and Atmospheric Administration, and with the President's Council on Sustainable Development.

He was founding executive director of the Apollo Alliance for good jobs and energy independence and has served as an energy and economic advisor to the AFL-CIO, Pennsylvania Governor Ed Rendell's Energy Advisory Task Force, and numerous other federal, state, and local policymakers and elected officials.

Hendricks' publications include the book Apollo's Fire: Igniting America's Clean Energy Economy, which he co-authored with Washington Governor Jay Inslee.

David Heslam
Executive Director, Earth Advantage

David Heslam has been a national leader in the effort to develop and deploy energy labeling systems into the residential market. This work began in 2008 with the conduct of the 2008 Energy Performance Score Pilot with the Energy Trust of Oregon and has continued through the implementation of energy labels in 16 states.

Heslam gained insight into the need for energy labeling during the 15 years he spent designing, building, and remodeling homes in Portland, Oregon. His company, Coho Construction Services Inc., became known as a local and national leader for adopting new technologies and striving for high levels of sustainability.

Since 2008, Heslam’s work at Earth Advantage has included the development and management of the CakeSystems™ software platform, research into the effectiveness of energy audits, research into the feasibility of labeling systems, education about high performance buildings, and managing the implementation of energy labeling systems for utilities and governments.

Heslam has served as the executive director at Earth Advantage since November, 2012. Their mission is to accelerate the creation of better buildings. In service to that mission they provide information to consumers and knowledge to building professionals to advocate green building across disciplines. They provide education, research, consulting and certifications with the aim of one day achieving a harmonized built and natural environment.

Jim Hoecker
Principal, Hoecker Energy Law and Policy PLLC

James John "Jim" Hoecker is the founder and principal of Hoecker Energy Law and Policy PLLC, a Washington D.C. law firm and strategic advisor to the energy industry, and Senior Counsel to Husch Blackwell Sanders LLP. Prior to returning to private law practice, he was the Nation’s top energy regulator, having served for four years as Chairman of the Federal Energy Regulatory Commission. He was also a Member of the Commission from May 1993 until designated by President Clinton to chair the Commission on June 19, 1997. Mr. Hoecker departed that position and federal service on January 18, 2001.

A native of Wisconsin, he has lived in Virginia for 29 years. He was born in Rhinelander, Wisconsin, on July 12, 1945. He received his B.A. from Northland College, Ashland, Wisconsin, in 1967; a M.A. and Ph.D. from the University of Kentucky, in 1970 and 1975 respectively; and his Juris Doctor from the University of Wisconsin Law School in 1978. In addition to his energy practice, Mr. Hoecker also taught history at the university level. He is 2 married to Rebecca Evans Hoecker. They have two grown children and three grandchildren.

John W. Jimison
Managing Director, Energy Future Coalition

John W. Jimison is the Managing Director of the Energy Future Coalition. The Energy Future Coalition is a broad-based, non-partisan public policy initiative of the UN Foundation that brings diverse stakeholders together to bridge their differences and identify energy policy options that address the great challenges of oil dependence, global climate change, and the maintenance of strong and growing economies.

Prior to joining the Energy Future Coalition in 2011, Mr. Jimison served as Senior Counsel to the Energy and Commerce Committee of the U.S. House of Representatives, advising Chairman Henry Waxman and the committee’s other members on a range of legislative issues in energy policy. His responsibilities included energy efficiency, regulatory matters, energy markets, and electric grid modernization. He was a principal House staff counsel on the energy-related provisions of the American Recovery and Revitalization Act of 2009, the energy efficiency and electric-grid provisions of the Energy Independence and Security Act of 2007, and numerous other House-passed energy-related bills, such as the Waxman-Markey American Clean Energy and Security Act, the Homestar Energy Retrofit Act, and the Rural Star Energy Loan Program Act.

Mr. Jimison practiced energy and regulatory law from 1987 through 2006 in Federal and state forums. He was recognized as a leading national advocate for clean, efficient distributed generation and CHP, and as an expert on natural gas and electric utility matters. He continues to serve in the pro-bono role of General Counsel to both the International Association for Energy Economics and the U.S. Association for Energy Economics. From 1982-1985, he was Principal Administrator at the International Energy Agency in Paris, France, responsible for electricity and natural gas policy and analysis, as well as country expert for Spain and Australia.

During the period from 1972 through 1981 he held several positions on Capitol Hill, including a previous period as Counsel to the Energy and Commerce Committee, service as Head of the Energy Section of the Congressional Research Service (Library of Congress), and as Professional Staff to the Senate Commerce Committee when it had jurisdiction over natural gas and electricity policy.

He is a graduate of the College of Wooster and Georgetown University Law Center, a member of the Washington, D.C., and Virginia Bars, a member of the Energy Bar Association, and a former Peace Corps volunteer in Somalia, East Africa. He was named a Senior Fellow of the USAEE, and has also been honored with national awards by the Alliance to Save Energy, the National Association of State Energy Officers, the International District Energy Association, and the Demand Response and Smart Grid Coordinating Council. He is married to Mitzi Sarantos Jimison and is the father of David, Peter, and Andrew Jimison.

Betty Ann Kane
Commissioner, District of Columbia Public Service Commission

Betty Ann Kane began her tenure as a Commissioner in March 2007. She became Chairman effective March 3, 2009. In 2010, she was confirmed for a second term, to end on June 30, 2014.

Betty Ann Kane is an experienced public official combining over 30 years of service to the District of Columbia Government in elected and appointed positions with extensive private sector experience in regulatory, administrative and public policy matters. Before joining the PSC, Chairman Kane served as a Trustee and as Executive Director of the District of Columbia Retirement Board. She served four years as an At-Large member of the DC Board of Education, and was elected to three terms as an At-Large member of the City Council. Her service on the Council included chairing the Public Services and Cable Television Committee, with legislative, budgetary and oversight responsibility for the Public Service Commission, the Office of Peoples Counsel, and the Office of Cable Television.

Chairman Kane is a member of the National Association of Regulatory Utility Commissioners (NARUC) Board of Directors. Appointed by the Federal Communications Commission (FCC), she serves as the Chairman of the North American Numbering Council, and was elected to be Chairman of the Board of the National Regulatory Research Institute (NRRI), the research arm of NARUC. Additionally, she is a past President of the Mid-Atlantic Conference of Regulatory Utilities Commissioners (MACRUC), a member of the Telecommunications Committee of NARUC, and was appointed by the FCC to the Joint Conference on Advanced Telecommunication Service. Chairman Kane also has been appointed to the Virtual Working Group on Education, Training and Best Practices for The International Confederation of Energy Regulators (ICER).

She is a graduate of Middlebury College in Vermont and she also has a Masters Degree in English from Yale University, as well as specialized academic study in Telecommunications Regulations at the Annenberg School and Investing and Finance at the Wharton School, University of Pennsylvania.

Paul C. Kerkhoven
Director, Government Relations, NGV America

Paul C. Kerkhoven is the Director, Government Relations for NGVAmerica.  Kerkhoven has over 40 years’ experience in government relations, and energy, environmental and transportation policy.  In the past Kerkhoven has served as Legislative Assistant to U. S. Senator William V. Roth, Jr. (R-DE), and as the Director of Environmental Affairs for the American Highway Users Alliance.  He received his Master in Public Administration in energy and environmental policy from the University of Delaware and holds a B.Sc. in Biology from the University of Waterloo, in Ontario, Canada.  He is fluent in Dutch and French is an accomplished gold and silversmith.

Carl Linvill
Principal, Regulatory Assistance Project

Dr. Carl Linvill is currently a Principal with the Regulatory Assistance Project and he is based in Davis, California.  Dr. Linvill previously served as Public Utilities Commissioner in Nevada, as Economic and Energy Advisor to Nevada Governor Kenny Guinn, as a consultant to public and NGO entities in the West and as an academic economist.  In his capacities as regulator, policy advisor, consultant and economist, he has focused on integrated power sector planning, energy efficiency planning and evaluation, renewable energy valuation and procurement, electricity demand forecasting, and decision-making under conditions of high-impact uncertainty.
Dr. Linvill’s current projects include: examinations of net energy metering and feed-in tariff implementation approaches, evaluation of emerging demand response technologies and markets, long term electricity system planning, regulation of alternative utility business models, and implementation of least cost, variable generation integration policies in the western US.  His Recent activities include serving as Energy Efficiency Technology Advocate for the Scenario Planning Steering Group (SPSG) at the Western Electric Coordinating Council, Chair of the Modeling Data Task Force for the SPSG. He also served on the Bonneville Power Administration’s Non-wires Round Table, as a Director for Western Grid Group, as a contractor to the Western Governors Association’s Western Renewable Energy Zone Phase III project and as a consultant to the California Energy Commission on its Demand and Energy Efficiency Analysis capabilities.

As an advisor to Governor Guinn and as utility commissioner, Carl represented the Governor in the negotiation of Nevada’s Renewable Portfolio Standard law in 2001, drafted Nevada’s first statewide electricity plan in 2002, and amended Nevada’s integrated resource planning regulations in 2004. He also evaluated utility energy efficiency and renewable energy plans between 2004 and 2006 as the utilities worked toward compliance with Nevada’s RPS requirements.

As an academic economist, Dr. Linvill taught microeconomic theory, game theory, and managerial economics at undergraduate, masters and doctoral levels.  While an academic, his refereed publications appeared in the Journal of Regulatory Economics, the European Journal of Operational Research, the International Journal of Industrial Organization, the Journal of Productivity Analysis and the Journal of Comparative Economics.

Carl received his BA in Mathematics and Economics from the University of California at Davis, and his PhD in Economics from the University of North Carolina at Chapel Hill.

David Malkin
Director of Government Affairs and Policy, GE Digital Energy

David Malkin is the Director of Government Affairs and Policy for GE Digital Energy, a leading supplier of electric transmission and distribution technologies. He coordinates and directs Digital Energy’s global government relations portfolio, and is responsible for positioning GE as a trusted advisor to policymakers and regulators on a range of electricity issues. In the United States, David is active at both the Federal and State level on policy and regulatory matters related to grid modernization. He serves on the Board of Directors of the Demand Response and Smart Grid Coalition, and was among a select group of industry experts chosen to advise the Bipartisan Policy Center’s Initiative on Delivering Electric System Reliability and Clean Technology.

Previously, David led GE Energy’s Policy Center of Excellence, conducting political, regulatory and macroeconomic analysis in support of the global Government Affairs and Policy team.

Prior to joining GE, David worked for the U.S. Government as a defense and national security policy analyst. He also spent 5 years on active duty as an Army Intelligence Officer. David holds a Bachelor’s Degree in International Relations from the United States Military Academy at West Point, NY and a Master’s Degree in Public and International Affairs from Princeton University.

Kate Marks
Managing Director, National Association of State Energy Officials

Kate Marks is NASEO’s Managing Director. She is responsible for informing the nation’s 56 state and territory energy offices of Federal action, sharing energy program best practices, and coordinating peer exchange. She manages NASEO’s Regional Coordinators initiative, and the efficient buildings, energy assurance, renewable, and electricity related programs and committees. Prior to joining NASEO, Ms. Marks served as the energy program director in the Environment, Energy and Transportation Division of the National Conference of State Legislatures. There she advised state legislators and legislative staff on energy and environmental issues, including energy security, renewable energy, state energy policy planning, and energy efficiency. Ms. Marks has authored publications on energy and environmental issues and testified before state legislative bodies on energy policy. Ms. Marks holds a Bachelor of Business Administration from James Madison University and a Master of Resource Law Studies in Energy Law and Policy from the University of Denver Sturm College of Law.

Maggie McCarey
Program Coordinator, Leading by Example Program, Massachusetts Department of Energy Resources

Maggie McCarey is a Program Coordinator with the Leading by Example Program at the Massachusetts Department of Energy Resources. The Leading by Example Program is a comprehensive greening state government initiative that oversees progress toward aggressive energy and greenhouse gas reduction targets set forth by the Governor in 2007. Maggie provides support to dozens of public agencies and colleges across the Commonwealth through various outreach strategies, technical assistance, data tracking, and development of standards and guidance documents. She develops and coordinates grant programs for energy efficiency, renewable energy, and innovative technology projects. Additionally, Maggie oversees DOER’s contract for a first-in-the-nation Enterprise Energy Management System, helping public facilities gain insight and better manage facilities through operational energy usage data. Prior to her current position, Maggie was a fellow with DOER managing Massachusetts’ ARRA State Energy Program grant that successfully funded the installation of 10 MW of solar PV, as well as a wide range of efficiency projects, deep energy retrofits, community mobilization programs, real-time metering, and other rebate programs.

Gina McCarthy
Administrator, U.S. Environmental Protection Agency

Gina McCarthy is the Administrator of the U.S. Environmental Protection Agency.
Appointed by President Obama in 2009 as Assistant Administrator for EPA’s Office of Air and Radiation, Gina McCarthy has been a leading advocate for common-sense strategies to protect public health and the environment.

Previously, McCarthy served as the Commissioner of the Connecticut Department of Environmental Protection. During her career, which spans over 30 years, she has worked at both the state and local levels on critical environmental issues and helped coordinate policies on economic growth, energy, transportation and the environment.

McCarthy received a Bachelor of Arts in Social Anthropology from the University of Massachusetts at Boston and a joint Master of Science in Environmental Health Engineering and Planning and Policy from Tufts University.

When she is not in D.C., McCarthy lives in the Greater Boston area with her husband and two dogs, just a short bike ride away from their three children, Daniel, Maggie and Julie.

Meghan McGuinness
Associate Director for Energy and Environment, Bipartisan Policy Center’s Energy Project

Meghan McGuinness is the associate director for energy and environment for the Bipartisan Policy Center’s Energy Project. She has over a decade of experience in energy and environmental policy, with a focus on the design and analysis of market-based programs. Prior to joining BPC, she worked as a consultant at NERA Economic Consulting, where she conducted economic analysis of climate policy design options and environmental regulations. From 2003 to 2006, she worked in the Program Development Branch in the Clean Air Markets Division at EPA, where she was extensively involved in the development of the Clean Air Interstate and Clean Air Mercury Rules. She has also held research positions at the Center for Energy and Environmental Policy Research at MIT and Resources for the Future. She has an M.S. from the technology and policy program at MIT, and a B.A. in environmental studies and economics from Middlebury College.

Dr. Ernest Moniz
Secretary of Energy, U.S. Department of Energy

As United States Secretary of Energy, Dr. Ernest Moniz is tasked with implementing critical Department of Energy missions in support of President Obama’s goals of growing the economy, enhancing security and protecting the environment.  Prior to his appointment, Dr. Moniz was the Cecil and Ida Green Professor of Physics and Engineering Systems at the Massachusetts Institute of Technology (MIT), where he was a faculty member since 1973.  From 1997 until January 2001, Dr. Moniz served as Under Secretary of the Department of Energy. He was responsible for overseeing the Department’s science and energy programs, leading a comprehensive review of nuclear weapons stockpile stewardship, and serving as the Secretary’s special negotiator for the disposition of Russian nuclear materials. From 1995 to 1997, he served as Associate Director for Science in the Office of Science and Technology Policy in the Executive Office of the President.

In addition to his work at MIT, the White House and the Department of Energy, Dr. Moniz has served on a number of boards of directors and commissions involving science, energy and security. These include President Obama’s Council of Advisors on Science and Technology, the Department of Defense Threat Reduction Advisory Committee, and the Blue Ribbon Commission on America’s Nuclear Future.

Dr. Moniz received a Bachelor of Science degree summa cum laude in Physics from Boston College, a Doctorate in Theoretical Physics from Stanford University, and honorary degrees from the University of Athens, the University of Erlangen-Nurenberg, Michigan State University and Universidad Pontificia de Comillas.

Steve Morgan
President, Clean Energy Solutions, Inc

Steve Morgan is President of Clean Energy Solutions, Inc   Since joining CESI in the spring of 2007 Mr. Morgan has been working with cities, states, foundations and utilities to design and implement comprehensive energy efficiency programs.  He and his colleagues design programs, craft marketing strategies, oversee technical contractors, and arrange financing for US communities ranging from Cambridge to Cincinnati to Charlottesville.  He has been a featured speaker at national conferences and webinars for DOE, HUD and national trade organizations on local energy issues, MF programs, utility program incentives, and energy performance contracting. 

Until 2007, Mr. Morgan was Vice-President of AMERESCO, and led for sixteen years the nation’s largest energy services company division solely dedicated to serving multifamily buildings.  He was responsible for energy efficiency investments which have surpassed $175 million in ten years  He has previously testified before Congress on renewable energy issues and consulted with the Ford Foundation, Fannie Mae, Legal Aid offices, DOE and HUD on energy issues.  He is a Board member of the American Council for an Energy Efficient Economy (ACEEE).

He taught nonprofit marketing at Brandeis University for three years and holds undergraduate and graduate degrees from Harvard University and a Ph.D in social policy and administration from Brandeis University.

Melville Nickerson
Deputy Director Energy & Recycling Office, Illinois Department of Commerce & Economic Opportunity

Mr. Nickerson leads a team that specializes in programs and policies that spurs the development of Illinois’ Green Economy.  He has led several key initiatives that include: working to expand the annual recycling budget and a rebate program that encourages the construction of energy efficient residential homes.  Mr. Nickerson’s work on Illinois’ Electronic Products Recycling Act is credited with generating $217 Million dollars in revenue and sustaining nearly 8,000 jobs according to an Illinois Department of Commerce and Economic Opportunity study. He holds a B.A. in Political Science from the University of Wisconsin at Madison and a J.D. from Chicago-Kent College of Law.  In 2011, he was honored as the Recycler of the Year by the Illinois Recycling Association.  The Museum of Science and Industry has recognized him as a Green Revolutionary for his outstanding contributions to recycling.

Andy Ott
Executive Vice President - Markets, PJM Interconnection

Andrew L. Ott is executive vice president of Markets for PJM Interconnection. He also serves as a board member for PJM Technologies and PJM Environmental Information Services. Mr. Ott has been with PJM for more than 15 years and is responsible for executive oversight of PJM’s   Market Operations, Market Strategy, Member Training, State Relations, Customer Relations and Performance Compliance divisions. He was responsible for design and implementation of PJM’s wholesale electricity markets including the PJM Locational Marginal Pricing, Financial Transmission Rights, Day-Ahead Energy Market and Capacity Market systems.

Mr. Ott received a Bachelor of Science in Electrical Engineering from Pennsylvania State University. He also received a Master of Science in Applied Statistics from Villanova University.

Katie Papadimitriu
Director of State and Local Government Affairs, Schneider Electric

Katie is Director of State and Local Government Affairs at Schneider Electric, where she is responsible for creating and promoting Schneider Electric’s presence at the state and local levels.  In this capacity, Katie handles both legislative and regulatory landscapes, including administrative officials, state energy offices, legislative bodies, and regulatory entities.  Prior to joining Schneider Electric in 2012, Katie held a key strategic position with Boeing Energy, a subsidiary of The Boeing Company, where she led business development and corporate strategy for the utilities segment.  In that role, Katie won over $15 million of Department of Energy funds focused on self-aware, self-healing, automated and cyber secure distribution and transmission management systems.  She also co-led a partnership with a Fortune-level lighting company to deploy advanced command and control/high efficiency architecture of municipal streetlights.  Prior to The Boeing Company, Katie worked for Comverge, Inc., where she created and managed the nation's first real time electricity pricing program for residential customers served by the largest electric utility in Illinois.  Katie grew the program from 600 participants to over 10,000.  Before joining Comverge, Katie held positions with Constellation NewEnergy, North America’s largest retail electric supplier, the Illinois Commerce Commission, and other positions within Illinois state government.

Katie has an AB in Political Science from the University of Chicago, where she graduated with general honors, and an MS from the Illinois Institute of Technology.

William Parks
Principal Technical Advisor to the Assistant Secretary, U.S. Department of Energy

William Parks is currently serving as the Principal Technical Advisor to the Assistant Secretary for the U.S. Department of Energy in the Office of Electricity Delivery and Energy Reliability (OE). Prior positions include Senior Energy Advisor to the Governor of Hawaii, Deputy Assistant Secretary for Research and Development within OE, and Associate Deputy Assistant Secretary in the Office of Power Technologies with DOE, where he oversaw the DOE renewable energy portfolio. He holds a M.S. in materials engineering and a B.S. in geological sciences from Virginia Polytechnic Institute and State University.

Tucker Perkins
Chief Business Development Officer, Propane Education & Research Council

Thomas E. Perkins Jr., better known as Tucker, is chief business development officer with the Propane Education & Research Council in Washington, D.C. He was formerly president and chief operating officer with CleanFuel USA, a leading supplier of propane engine systems and infrastructure equipment with offices in Georgetown, Texas, and Detroit, Mich.

Tucker has a long history in the propane industry. He has been director of business development for Inergy Propane; chief executive officer of Premier Propane LLC in Richmond, Va.; and chief operating officer with Columbia Propane, a unit of the Columbia Energy Group.  Tucker is a former chairman of a PERC advisory committee on engine fuel matters and he is active with the National Propane Gas Association and the Virginia Propane Gas Association.  Tucker also has ten years experience with Columbia Gas Transmission, working in pipeline engineering and operating a LNG facility.

Tucker graduated from Virginia Tech in 1979 with a bachelor’s degree in civil engineering and earned an MBA from the University of Richmond. He is married with three children.

Bill Prindle
Vice President, ICF International

Bill Prindle helps lead ICF’s growing Energy Efficiency business. ICF is a global professional services firm that helps government and private sector clients design and deliver effective policies and program. Bill supports various federal energy efficiency programs, helps develop utility customer efficiency programs, and helps develop energy efficiency policies and programs in far-flung places like India, Kazakhstan, and Tanzania.

Prior to joining ICF in 2008, Bill worked for leading national nonprofit groups in the energy efficiency field, becoming known as an expert in energy efficiency technology, policies, and programs.  He also spent many years in energy management consulting with public, corporate, and utility clients, and also served on staff with national energy associations.

In more than 37 years in the energy field, Bill has developed a rich body of experience across most major markets and technologies, and has been asked to testify before Congress and state legislatures, He has published widely in the professional literature, and has appeared in print and broadcast media. Mr. Prindle earned a B.A. degree in Psychology from Swarthmore College and an M.S. in Energy Management and Policy from the University of Pennsylvania.

Karthik Rao
Program Manager for the MA DOER Enterprise Energy Management System (EEMS), EnerNOC

Karthik is based at EnerNOC’s headquarters in Boston and serves as Program Manager for the MA DOER Enterprise Energy Management System (EEMS).  He is responsible for overseeing all aspects of the $10M project, including meter installations, software delivery, and user adoption.  Karthik has worked at EnerNOC for five years and has extensive experience in both energy efficiency and demand response, and has worked with customers across a wide range of verticals.  Prior to his work at EnerNOC, Karthik worked at an engineering firm designing mechanical systems for nuclear power plants.  Karthik has a Bachelors degree in Engineering Physics from Queen’s University in Canada, and a Masters in Systems Engineering from Cornell University.  He is a Certified Energy Manager with the Association of Energy Engineers.

John B. Rhodes
President and CEO, NYSERDA

Current Responsibilities
John B. Rhodes was appointed President and Chief Executive Officer of the New York State Energy Research and Development Authority (NYSERDA) on September 16, 2013.

Work History
Prior to his appointment, Mr. Rhodes served as the Director for the Center for Market Innovation at the Natural Resources Defense Council (NRDC), an international environmental advocacy organization. The Center works to channel private capital towards environmentally beneficial investments with a focus on energy efficiency, renewable energy, green infrastructure, and sustainable food and agriculture.

Good Energies
Before joining NRDC, Mr. Rhodes spent three years acting as Chief Operating Officer at Good Energies, a leading investment firm focused on renewable energy and energy efficiency. As a member of the senior management team, he oversaw operations, strategy and portfolio companies.

Booz Allen Hamilton
Additionally, Mr. Rhodes was a partner at Booz Allen Hamilton where he provided strategic consulting for clients across technology–intensive industries including energy, aerospace, chemicals and pharmaceuticals. He has also served as a Trader and General Manager at Metallgesellschaft, a German mining, metals and engineering firm.

Non-profit Organizations
Mr. Rhodes currently serves on the board of several non-profit organizations including the New York Institute for Special Education, American Federation for Aging Research and Cornerstone Literacy. He previously served as a Trustee on the Citizens Budget Commission of New York and as an Advisory Council member for the Metropolitan Policy Program at the Brookings Institution.

Mr. Rhodes is a graduate of Princeton University and the Yale School of Management.

Roland Risser
Program Manager, Building Technologies Program, U.S. Department of Energy

Roland Risser is the Program Manager for the U.S. Department of Energy, Energy Efficiency & Renewable Energy, Building Technologies Program. In partnership with the private sector, state and local governments, national laboratories, and universities, the Building Technologies Program (BTP) works to improve the efficiency of buildings and the equipment, components, and systems within them. efore coming to U.S. Department of Energy, Roland Risser was the Director of Customer Energy Efficiency for Pacific Gas and Electric Company. In this role, he was responsible for developing the strategies to support PG&E's delivery of energy savings, and strategies to support a Zero Net Energy future.

Prior to DOE, Roland was a member of the National Action Plan for Energy Efficiency Leadership Group, Chairman of the Consortium for Energy Efficiency, board member of the American Council for an Energy Efficient Economy (now ex officio), an advisor to the Institute of Electric Efficiency, and is the Chair of the US Technical Advisory Committee to the ISO for a new Energy Management standard (ISO 50001). Roland received a Bachelor of Science degree from the University of California, Irvine and a Master of Science degree from the California Polytechnic State University in San Luis Obispo. He also graduated from the Haas School of Business, Executive Program, at the University of California, Berkeley.

Kyle Rogers
Vice President of Government Relations, American Gas Association

Kyle Rogers serves as Vice President of Government Relations for the American Gas Association. In this capacity, Kyle is responsible for managing AGA’s government relations goals and programs, with a growing focus on state level advocacy including governors, state legislatures and public utility commissioners. Kyle also represents the association before the U.S. Congress, administrative agencies of the federal government and key policymakers In this role he advises the association and its membership on the impact of proposed legislation, determines its appropriate response and designs advocacy strategy to achieve the industry’s legislative policy goals.

Prior to joining AGA, Kyle served as a Director of Government Relations for the Travel Industry Association of America (TIA), the Washington D.C.-based national, non-profit association that serves as the unifying organization for all components of the U.S. travel industry.   Kyle has also worked on various education and immigration related issues, having worked both as a consultant and Director of Government Relations for national grassroots’ organizations concentrating on linguistic and minority related matters.

Brian Schatz
Senator, U.S Senate

Senator Brian Schatz has dedicated his career to public service as a strong advocate for Hawai‘i’s middle-class families, a clean energy economy, seniors, our veterans, and Native Hawaiians.

As Hawai‘i’s senior United States Senator, Brian serves on three Senate Committees essential to the future of Hawai‘i: Commerce, Energy and Natural Resources and Indian Affairs.  Senator Schatz is Chairman of the Energy and Natural Resources Committee’s Subcommittee on Water and Power, where he is working on federal policies to grow our clean energy economy and ensure Hawai’i’s vital water resources are protected.  The Senator is also a member of the Congressional Asian Pacific American Caucus.

In the United States Senate, Schatz is working to create new clean energy jobs for Hawai‘i, strengthen the middle-class, enhance Social Security and Medicare, make college more affordable, support Native Hawaiian programs, and ensure our veterans receive the benefits they have earned.

As a leader on clean energy and a member of the Senate Committee on Energy and Natural Resources, Senator Schatz has introduced legislation to reduce the effects of climate change while also moving our nation into a clean energy economy, creating jobs, and lessening America’s dependence on foreign oil.

Staying true to his commitment to Social Security and our seniors, Brian helped to fight back efforts in Congress that would have unfairly cut seniors’ Social Security benefits.  He introduced legislation to help our seniors by increasing their Social Security benefits while strengthening the financial stability of the program.

As the father of two young children, Senator Schatz has made education a top priority.  He is working to provide every family with access to early childhood education and to also make college more affordable for Hawai‘i students and families. 

He is committed to working with President Obama to reduce the cost of college by promoting accountability, innovation, and competition amongst colleges.  This plan takes significant steps toward making college more accessible and affordable for Hawai‘i students and all middle-class families.

As Lieutenant Governor of the State of Hawai‘i, Brian turned the Office of Lieutenant Governor into a flexible and dynamic force.  This included Brian heading up the development of Asia-Pacific relations by serving as the State lead when Hawaii hosted the Asia-Pacific Economic Cooperation (APEC) forum in 2011.  The event brought 20,000 government and business leaders from 21 Asia-Pacific economies to Honolulu and $37.7 million for Waikiki hotels.

Brian led the State’s clean energy efforts including the Hawai‘i Clean Energy Initiative.  Through collaborative leadership with state and federal agencies, Schatz developed strategies to put Hawai‘i on track to exceed their renewal energy portfolio standard goals and to be number one in the nation.  The Hawai‘i Clean Energy Initiative has made the state a national model for clean energy growth and created new clean economy jobs.

From 1998 to 2006, Brian Schatz was a member of the State House of Representatives.  He served as the House Majority Whip, Chair of the Economic Development Committee, Vice-Chair of Water, Land and Ocean Resources, Vice-Chair of Consumer Protection and Commerce, and as a member of the Hawaiian Affairs, Higher Education, Energy and Environmental Protection, and Agriculture Committees.

Before being elected Lieutenant Governor, for eight years Schatz was the CEO of Helping Hands Hawai‘i, one of Hawai‘i’s largest non-profit community social services organizations.

Senator Schatz was raised in Hawai‘i, and graduated from Pomona College in Claremont, California.  He is married to Linda Kwok Schatz, who is an architect. They have a son and daughter.

Jeremy Sigmon
Director of Technical Policy, USGBC

As USGBC’s Director of Technical Policy, Jeremy Sigmon works with USGBC’s community of advocates and government officials to advance green building policy at the state and local levels.  Jeremy manages USGBC’s grassroots advocacy network across all 50 states and nearly 80 chapter organizations.  In his work in state capitals and countless local jurisdictions, Jeremy makes connections where they matter most – between lawmakers and green building experts in their communities.  He works on a wide array of green building policy topics – across USGBC’s seven active policy campaigns and much more.  In particular, Jeremy has invested much of his time elevating USGBC’s focus and profile on greening the building codes. Prior to joining USGBC, Jeremy was a project manager for altPOWER, Inc., a renewable energy contracting firm based in New York City and London.

Amanda Simpson
Executive Director of the Army Energy Initiatives Task Force, U.S. Department of Defense

Amanda Simpson is the Executive Director of the Army Energy Initiatives Task Force for the U.S. Department of Defense, leading the Army’s efforts to implement large-scale renewable energy projects. Previously she was the Special Assistant to the Army Acquisition Executive. In that role she was a principal advisor to the United States Assistant Secretary of the Army for Acquisition, Logistics, and Technology on all matters relating to Army acquisition, procurement, research & development and logistics.

Simpson, a Presidential appointee, served as the EITF Deputy Executive Director for the past several months and will now lead the Army’s efforts to implement large-scale renewable energy projects. Prior to joining the EITF, Simpson was a special advisor to the Assistant Secretary of the Army for Acquisition, Logistics, and Technology where she focused on Army acquisition, procurement, research and development, and logistics programs. Simpson will concurrently serve as special advisor to ASA Hammack.

She earned her bachelor’s in physics from Harvey Mudd College, her master’s in engineering from California State University, and her master’s in business administration from the University of Arizona.

Jessie Stratton
Policy Director, Department of Energy and Environmental Protection

Jessie was appointed Policy Director for the newly created Department of Energy and Environmental Protection in May 2011. In that capacity she is responsible for overall policy coordination for the three branches of the agency.  In particular she has oversight of the development of a 21st century state energy policy and integrating it into the agenda of the Environmental Quality and Environmental Conservation branches of the agency.

Prior to joining the Department Ms. Stratton was Director of Government Relations for ENE (Environment Northeast), a not-for-profit regional research and advocacy organization, that concentrated on energy, climate and air quality issues.  She also served in the CT General Assembly from 1989-2003 where she chaired the Environment Committee for 10 years.  In that capacity she also served as the eastern region and later national co-chair of the Council of State Government’s Energy and Environment Committees. She currently serves as the executive branch co-chair of the Council’s National Energy and Environment Committee.

David Terry
Executive Director, National Association of State Energy Officials

David Terry is the Executive Director of the National Association of State Energy Officials and has worked with NASEO in a variety of capacities since 1996. Mr. Terry leads NASEO's programs in support of the nation's 56 State and Territory Energy Offices. The organization communicates the states' views on virtually all national energy issues, including electricity policy, energy efficiency market transformation, renewable energy commercialization and deployment, industrial energy efficiency, energy assurance and reliability, building codes and efficiency, and climate oriented energy programs.

Mr. Terry has 20 years of experience working on a range of energy issues for such organizations as the Association of State Energy Research Institutions, Governors' Biofuels Coalition, National Academy of Sciences, and the U.S. Department of Energy. Prior to working in the energy area, Mr. Terry was a statistical analyst for a market research firm, an analyst with the National Academy of Sciences, and a researcher for The Washington Post. He received a BA degree from Bowling Green State University, Bowling Green, Ohio, and he has completed graduate coursework in statistics and marketing at Virginia Tech, Blacksburg, Virginia.

Timothy Unruh
Director, Federal Energy Management Program, U.S. Department of Energy

Tim Unruh is the Director of the Federal Energy Management Program (FEMP) in the Office of Energy Efficiency and Renewable Energy (EERE) at the U.S. Department of Energy's (DOE).

As FEMP Director, he oversees the implementation of policy and actions that result in energy efficiency implementation, renewable energy adoption, and reduction in energy and water use in federal government operations. He was instrumental in guiding DOE through a streamlining of the Super ESPC contractor selection process.

Formerly, he was Director of Operations for ConEdison Solutions, where he led a team of engineers and project managers to implement energy savings projects in government and private installations. While in this role, he worked to educate energy users on performance contracting methods to achieve energy reduction goals and he was heavily involved in the measurement and verification of energy savings resulting from these projects.

He has Bachelor of Science, Master of Science, and doctorate degrees in electrical engineering from Wichita State University in Wichita, Kansas.

Karen Wayland
Deputy Director for State and Local Cooperation in the Office of Energy Policy and Systems Analysis, U.S. Department of Energy

Dr. Karen Wayland is the Deputy Director for State and Local Cooperation in the Office of Energy Policy and Systems Analysis at DOE. She is a recognized expert in national energy and environmental policy and comes to DOE after two years of providing strategic consulting to business and nonprofit clients.

Dr. Wayland served as a Senior Advisor to Speaker of the House Nancy Pelosi and was named by Roll Call magazine as one of Capitol Hill’s top 10 energy staffers to know. In that role, she worked on comprehensive climate legislation, response to the BP oil spill, and a host of other energy and environmental legislation. She was the Legislative Director at the Natural Resources Defense Council for five years, where she oversaw the 400-person organization’s federal environmental initiatives. During that time she chaired the national environmental community’s climate and energy coalition. Dr. Wayland has also worked in the office of Senator Harry Reid, where she covered energy, nuclear waste, water, and Native American issues as a Congressional Science Fellow. 
Additionally, Dr. Wayland has also directed the Earth and Marine Sciences Program at Earthwatch, a nonprofit organization that funds scientific research by recruiting paying volunteers. Dr. Wayland has appeared as a commentator on major TV and radio programs, including CNN, MSNBC, and the Diane Rhem Show. Dr. Wayland received a M.S. from the University of Connecticut and a Dual Ph.D. in the fields of geochemistry and resource development from Michigan State University; her research has focused on environmental geochemistry, watershed management, and hydrologic modeling. She is an environmental scholar at Georgetown University’s Science in the Public Interest, where for six years she taught a seminar on national science policy.

David C. Weaver
Vice President of Regulatory Affairs, AGL Resources

David C. Weaver is Vice President of Regulatory Affairs at AGL Resources in Atlanta, Georgia.  David leads regulatory initiatives throughout the Company’s seven-state geographic footprint for Atlanta Gas Light Company, Nicor Gas, Virginia Natural Gas, Florida City Gas, Elizabethtown Gas, Chattanooga Gas, and Elkton Gas.  He was elected to this position in September 2012. 

During his tenure at AGL Resources, David has authored several major initiatives for Atlanta Gas Light, including:  the Georgia Sustainable Environmental and Economic Development (Georgia SEED) tariff; the $830 million Georgia Strategic Infrastructure Development and Enhancement (Georgia STRIDE) program that includes system reinforcement programs, economic development programs and a vintage plastic pipe replacement program; and, Atlanta Gas Light’s compressed natural gas vehicle fueling infrastructure program.  In 2010, David successfully led the prosecution of Atlanta Gas Light’s Customer First rate proceeding which obtained funding for key operational programs that created jobs in field operations,  construction,   expanded call center operations which were onshored from overseas, and that allowed investments to be made in major technology and customer service improvements.

Prior to joining AGL Resources, David led government and public affairs Regions Financial Corporation and regional state government affairs for El Paso Corporation (formerly, SONAT), both in Birmingham, Alabama.  While at El Paso, David also served as Vice President of Business Development for El Paso’s Global LNG unit leading a regional team working to create land-based and offshore buoy import terminal development.  David began his career at the Federal Energy Regulatory Commission in the Office of the General Counsel’s Electric Rates Advisory section.

David attended the University of Alabama in Tuscaloosa, Alabama, and the Cumberland School of Law at Samford University in Birmingham, Alabama, where he received his Juris Doctorate degree.

Michael Evan Webber
Deputy Director, Energy Institute at The University of Texas

Michael Webber is Deputy Director of the Energy Institute at The University of Texas at Austin. In addition, he is the Josey Centennial Fellow in Energy Resources and serves as Co-Director of the Clean Energy Incubator and Associate Director of the Center for International Energy and Environmental Policy. Dr. Webber also is an Associate Professor of Mechanical Engineering, where he teaches and conducts research on energy and environmental issues.

Dr. Webber holds four patents and has authored more than 150 publications. He is on the board of advisers for Scientific American and is an originator of Pecan Street Inc., a public-private partnership for smart grid innovation and deployment. Previously Webber studied at the RAND Corporation and was a Senior Scientist at Pranalytica, where he invented sensors for homeland security, industrial analysis, and environmental monitoring.

Dr. Webber has a B.A. and B.S. with High Honors from UT Austin, where he has been honored for exceptional teaching. He has an M.S. and Ph.D. (Mechanical Engineering) from Stanford. He has been an American Fellow of the German Marshall Fund, a White House Fellowship finalist and an AT&T Industrial Ecology Fellow.

Roy Willis
President, Propane Education and Research Council (PERC)

Roy Willis is the founding president of the Propane Education and Research Council (PERC), a congressionally authorized commodity check-off program. Since 1998, he has led implementation on a multidisciplinary program of research and development, education, safety, and training. PERC programs have touched a variety of industries including fleet vehicle management, landscaping, residential and commercial construction, agriculture, and material handling.
The founding chairman of the Global Technology Network of the World LP Gas Association, Willis served as SVP and acting president of the Independent Petroleum Association of America for seven years. Willis spent 10 years as a senior congressional staffer and four years as an aide in the Louisiana legislature. A U.S. Navy veteran, Willis has also served as chairman of the National Energy Resources Organization and the president of an advertising agency

Mark Wolfe
Energy Programs Consortium (EPC)

Mr. Wolfe directs the activities of the Energy Programs Consortium (EPC), an energy policy research organization sponsored by the four national organizations representing state energy program and regulatory officials.  As part of his responsibilities, he is currently overseeing a national project to develop secondary market options residential energy efficiency loan programs as well as a project to analyze lessons learned from foundation and federal efforts to finance multi-family housing energy efficiency retrofits. He also serves as a senior editor for the State and Local Energy Report.

Mark Wolfe also serves as the Executive Director of the National Energy Assistance Directors’ Association (NEADA), representing the state directors of the Low Income Home Energy Assistance Program (LIHEAP).  NEADA is the primary educational and policy organization representing state low-income energy directors.

He has testified before Congress and is frequently cited in the national media on energy issues. Previous positions have included serving as a Senior Advisor to the US Treasury Department, Deputy Director for the Coalition of Northeastern Governors and Senior Analyst for the Congressional Research Service. 

Mr. Wolfe has a M.S. degree in Public Policy from the State University of New York and a B.A. in Urban Studies from Antioch College.  He also serves on US Department of Energy’s State Energy Efficiency Action Network and several boards including the National Home Performance Council and the National Low Income Energy Consortium.
